Suicide Squad: Kill the Justice League Joker Revealed
Rocksteady has revealed Joker to us and clarified that this Joker in the Suicide Squad game is not the canonical Arkham Joker but an Elseworlds Joker.
In this alternate reality from DC comics, the Joker is part of the Suicide Squad. He's described as a more "back to basics" version, returning to his vaudeville roots, and portrayed as unhinged and unsure. Rocksteady emphasized that they are building a roster of characters to be periodically released in Suicide Squad, following a live service model akin to a comic series with each new "episode" introducing a new character to the game.

ORIGINAL STORY
Rocksteady Studios unveiled a new image of the Daily Planet adorned with Joker-themed graffiti and decorations, rebranded as "The Daily Chuckle." Although it's not stated clearly, it does seem to be hinting at the Joker's identity. The building's Joker-themed makeover has sparked curiosity about who might be behind it.
The studio promised to provide more details on this in the upcoming Insider episode, which consists of a series of developer blogs discussing the game.
The timeline for the release of the third Insider episode remains uncertain, as the first one aired about a month ago, followed by the second one three weeks ago. Fans are eagerly awaiting this episode to gain further explanations about the intriguing Joker-themed transformation of the Daily Planet building.
Rocksteady has previously released two Insider episodes, providing insights into Suicide Squad: Kill the Justice League. The first episode delved into the game's story and gameplay, offering a comprehensive 20-minute overview of what players can anticipate. The second episode focused on the supporting cast, showcasing the diverse characters players will encounter during their gameplay. Consequently, the next Insider episode is expected to shed light on a post-launch update for Suicide Squad: Kill the Justice League or explore additional in-game content.
NOTE: Spoilers Ahead..........
If the Joker is indeed making a return in Suicide Squad: Kill the Justice League, the way Rocksteady brings him back is still unclear. Those familiar with the Arkhamverse games know that the Joker has died in the Arkhamverse. The Joker suffered from an incurable disease at the end of Batman: Arkham City, which was ultimately caused by his abuse of the Titan formula in Batman: Arkham Asylum.
Now, although the Joker appears as a hallucination in Batman: Arkham Knight, his death is confirmed. Throughout the game, Batman experiences hallucinations of The Joker, who ultimately poses a mental challenge and, in a way, assumes the role of the game's ultimate boss.
Therefore, considering the Joker's demise in Batman: Arkham City, people are perplexed by Rocksteady's most recent tease. The range of fans' speculations is wide, with some suggesting that like in earlier comics, the Joker may make an appearance in Suicide Squad: Kill the Justice League with a tale explaining his way out from the mouth of death. Alternatively, the Joker may be a Joker impostor or someone else who has chosen to assume the role of villain.
That being said, until Rocksteady chooses to provide further details, all of this is merely speculation.
