League of Legends Patch 13.12, the upcoming update, will weaken a number of ADCs and enchanter supports. They are being nerfed alongside other items like Ardent Censer, Bloodthirster, Galeforce, and Imperial Mandate, which causes a greater loss in power overall.
In the League of Legends 13.12 patch notes, devs revealed that along with ADCs being nerfed; Kai'sa, Ashe, and Sivir are receiving boosts, while some top lanes are also receiving some perks. The nerfs' primary targets are Yuumi and Zeri and the ADC and enchanter class are being made less powerful overall, in addition to the nerfs to Yuumi and Zeri. A few frequently used items for the classes, as well as a few mechanisms that favored the bot lane carry, are being nerfed too.
Talking about the LoL 13.12 patch notes, @RiotPhroxzon said, "Buffs are focused at champs that have itemization ear flicks (eg. Kaisa evolves), champs that have been languishing (Sivir, Ryze, Nasus, etc.) Nerfs to Pro staples and soloq overperformers. Ivern looks strong, but no nerfs."
He added, "Item changes are mostly for over/underperforming items from ADC/Supp item changes. We're monitoring Tri Force. Lucian changes are to have him perform better with more supports (other than just Nami) and Rumble changes are to have him perform better in extended engagements."

League of Legends patch 13.12 Champions buffs and nerfs
The main tools Riot Games uses to optimize the performance of champions in League of Legends are buffs and nerfs. Buffs are improvements that are made to a champion's skills, stats, or mechanics to increase their usefulness and influence on the battlefield. LoL Patch 13.12 Champion nerfs:
The LoL Patch 13.9 champion nerfs were also made public by the developers, and the list of afflicted champions is rather impressive. The champions who have all been actively pursuing the offensive for some time are the target of the Nerfs.

In addition to the buffs and nerfs, there will be more changes in terms of Champion adjustments, one of which will have an impact on Lucian's passive. Below is a list of the changes made to champions in the LoL 13.12 patch.

While Rumble appears to need a little more assistance having an impact in prolonged battles, the Riot programmers want Lucian to "perform better with more support".
The team's plans for Rumble and how they plan to enhance him have been revealed on YouTube by Phreak, a former LCS caster who is now a balancing whiz. Also receiving some changes to his passive will be Lucian. The itemization tweaks have made him a very good choice, thus Riot will slightly reduce the effectiveness of his passive.

- If she's weak, we'll follow-up, but she's been strong for a while.
- Q is on a fine line between spell & an attack replacement and we're supporting it as an attack
- Lucian changes to be viable with more partners (and a nerf to compensate)
- Rumble changes to extend his combat pattern and make him better against more durable targets
- With a lot more red buffs active in each game, we're bringing the power down slightly
