League of Legends 13.9 patch notes will be revealed completely in a few days, and devs have already given us a preview of what to expect next.

Riot frequently issues new updates to upgrade the existing champions, skins, gameplay system, and other components.
In the 13.8 update, Aurelion Sol, Malphite, Jarvan IV, and other champions received nerfs while characters like Alistar, Garen, Kog’Maw, and others received buffs. Cosmic Drive was also adjusted with patch 13.8, although there weren't many item changes.
The live game is indeed progressing right now as Riot continues to fiddle with all of the significant changes in LoL patch 13.9. The most recent patch, LoL patch 13.9, makes significant changes to both Neeko and Kayle and gives champions numerous buffs and nerfs. Along with this, LoL patch 13.9 adds a bonus to the adored Lich Bane, which has long since lost favor as an AP choice.

League of Legends 13.9 patch notes
LoL Dev Team gave us a sneak peek at the upcoming LoL patch 13.9 changes on April 25th. As usual, some champions will receive nerfs, while some champions' skills will also be improved by League of Legends Patch 13.9.
The Neeko and Kayle Mini-Rework is among the many improvements that will be made in LoL Patch 13.9, which will be released soon. Along with an MSI 2023 Event, the first batch of Inkshadow Skins will also be made available.
The developers said in reference to the LoL 13.9 patch, "Small patch this time as we prepare for 13.10, which will be our biggest patch since season start. 13.9 focuses on lifting some champions that haven't felt great, including bigger changes for Neeko and Kayle."

Aatrox, Amumu, Swain, and others are among the champions that will be buffed as part of the 13.9 update, and Jinx and Sion will be receiving nerfs. Moreover, two champions will receive kit adjustments and Neeko and Kayle will have mini-reworks with the LoL 13.9 patch.

League of Legends patch 13.9 Champions buffs and nerfs
As was already mentioned, the forthcoming patch includes a number of champion buffs and nerfs, and this time around, a few champions are at the top of the list. Now let's first look at the champion buffs introduced in League of Legends patch 13.9.
LoL Patch 13.9 Champion buffs:
This time around, we're going to get some underappreciated champions bonuses. There are just five buffs in this LoL 13.9 patch, and most of them appear to be supporting champions who are having trouble in the current meta. However, given his history in various metas, an Aatrox buff inevitably raises a few questions.
The champions receiving LoL Patch 13.9 buffs are:
- Aatrox
- Passive Max HP damage increased: 4-10% ⇒ 4-12% (based on level)
- E Bonus movement speed increased: 50/65/80 ⇒ 60/80/100
- Amumu
- W Damage per 0.5 seconds adjusted: 6/8/10/12/14 (+1/1.15/1.3/1.45/1.6% target’s max HP) ⇒ 10 flat (+1/1.25/1.5/1.75/2% target’s max HP)
- Swain
- Q: Death’s Hand
- Damage increased: 60/80/100/120/140 (+38% AP) ⇒ 65/85/105/125/145 (+40% AP)
- Bonus damage per subsequent bolt increased: 12/22/32/42/52 (+8% AP) ⇒ 15/25/35/45/55 (+10% AP)
- Trundle
- Base Stats
- Base Attack speed increased: 0.6 ⇒ 0.67
- Base Mana increased: 281 ⇒ 340
- Volibear
- W: Frenzied Maul
- Damage from bonus HP ratio increased: 5% ⇒ 6%
- Missing HP heal ratio increased: 7/8.5/10/11.5/13% ⇒ 8/10/12/14/16%
Aatrox is no longer in good standing. Aatrox now has a win percentage of only 48.48% and a pick rate of 4.7%. Minor improvements could be expected generally because major improvements could make Aatrox overpowered once more, as they did last season.
Volibear was a formidable jungle champion in the first half of season 12. He later became into one of the game's weaker top laners and junglers, though. Volibear, however, will get significant upgrades in the next patch 13.9, according to Riot.
Swain ranks as the third poorest support in terms of win percentage. His pick rate is 2.3%, and his victory rate is a dismal 47.04%. So, we can anticipate significant buffs to restore his viability as a support.
Additionally, Amumu and Trundle will also receive buffs as part of Patch 13.9. These champions all have pick-rate difficulties comparable to those of the jungle champions on this list.

LoL Patch 13.9 Champion nerfs:
Now on to the Champion Nerfs in LoL Patch 13.9. The devs also made public the LoL Patch 13.9 champion nerfs, and the list of affected champions is quite small (only two). The nerfs are aimed at the champions who have all been actively pursuing the offensive for some time.
The champions receiving LoL Patch 13.9 nerfs are:
- Jinx
- Base AD per level reduced: 3.4 ⇒ 3.15
- Sion
- Passive HP loss per tick increased: 2-19 ⇒ 2.3-24.4 (based on level)
Sion is probably one of the Top Lane champions who is the most annoying to play against. Since Patch 13.1, when Riot's Q damage was increased, he has become a formidable player in Solo Queues and Professional competition. Riot has now nerfed Sion this patch 13.9 since they have finally realized how powerful he is after many months.
Moreover, for the past few patches, Jinx has been one of the game's strongest Marksmen. She also receives a lot of attention in professional play. She being nerfed is therefore not shocking.

LoL Patch 13.9 Champion Mini-Reworks:
Adding to the buffs and nerfs, the devs also announced that Neeko and Kayle will be reworked with Patch 13.9. The most significant update is to Neeko, although the Kayle update is rather great. Both of these will modify how players can play the champion and should be really valuable.
LoL Kayle mini-rework
With her crazy scaling brought on by her passive, Kayle has always seemed like a bit of a problem champion for Riot. She's either been too oppressive or too weak. Riot thinks Kayle is now on the weaker side at this point in time. Riot intends to improve her E and ultimate in order to offer her a slight boost.
The following are the LoL Patch 13.9 Kayle Adjustments:
E – Starfire Spellblade:
- On-hit AP Ratio: 25% ⇒ 20%.
- Passive Wave Damage: 15 – 35 (based on E rank) ⇒ 20 – 41 (level 11-18).
R – Divine Judgement:
- Cast Time: 1.5 seconds ⇒ 0.5 seconds.
- AoE Delay: 1.5 seconds ⇒ 2.5 seconds.
- Invulnerable Duration: 2/2.5/3 seconds ⇒ 2.5 seconds.
- AoE Range: 525 ⇒ 675/675/775 (based on R rank).
- Damage: 200/350/500 (+80% AP)(+100% bonus AD) ⇒ 200/300/400 (+70% AP)(+100% bonus AD).
- No Longer Reduces Range When Casting R on Herself.
LoL Neeko mini rework
Neeko's new rework will significantly enhance her passive, giving the chameleon a big quality-of-life improvement. Prepare for her to appear in your games soon since her new passive will let her transform into nearly everything in the game.
The following are the LoL Patch 13.9 Neeko Adjustments:
Passive – Inherent Glamour:
- “When Neeko is near a non-epic monster, minion, trap, ward, or plan for two seconds, she stores theirSho’maa. Neeko can click on her bar to become that unit. Clicking on Neeko’s face will return her back to normal. A little “x” will be there to clear the bar to allow another disguise to fill up the bar. Only one unit can be stored at a time.”
- Disguise no longer breaks on taking damage. Only breaks when the disguised self dies or when Neeko is crowd controlled.
- Neeko no longer gets more Attack Speed or Movement Speed from disguised targets if their stats are higher than hers.
- Cooldown is fixed to 6 seconds.
- Disguise now breaks if she attacks turrets as a non-champion.
Q – Blooming Burst:
- Secondary/Tertiary Pop Damage: 40/65/90/115/140 + 20% AP ⇒ 35/60/85/110/135 + 25% AP.
- Explosions now deal 30/40/50/60/70 bonus damage to monsters.
W – Shapeshifter:
- After casting, Neeko can reactivate to send the clone to a new location.
- Clone now plays animations and sounds from abilities, Joke, Taunt, Recall, Laugh, and survives until that duration.
- Empowered Attack deal 50 bonus damage to monsters.
E – Tangle Barbs
- Damage: 80/115/150/185/220 + 60% AP ⇒ 70/105/140/175/210 + 65% AP.
R – Pop Blossom:
- After channeling, Neeko jumps into the air, suspending all nearby enemies.
- After 0.6 seconds, Neeko crashes down to the ground with all the suspended enemies, dealing damage and stunning them for 1.25 seconds.
- No longer shields
- Damage: 200/425/650 (+130% AP) ⇒ 150/350/550 (+100% AP).
- Cooldown: 90 seconds ⇒ 120/105/90 seconds.
LoL Patch 13.9 Champion adjustments:
There will be two additional adjustments in addition to the buffs and nerfs, one of which will affect Taliyah's quality of life. The list of champion adjustments in the 13.9 patch is provided below.
- Bel’Veth
- Base AD per level reduced: 1.7 ⇒ 1.5
- Q Bonus damage monster ratio increased: 120% ⇒ 140%
- Taliyah
- R Can now be cast if Taliyah dealt damage in the last 3 seconds
LoL Patch 13.9 System Buffs and Nerfs
Well, unlike the champions, we have a rather small list of the system's elements changes as only one item is receiving adjustment in LoL Patch 13.9.
System Adjustments
- Lich Bane
- AP increased: 75 ⇒ 85
Due to the overpopulation of fighters, assassins, and even ADCs (looking at you, Akshan), mid-laners have struggled with AP itemization. In this LoL 13.9 patch, Riot wants to give Lich Bane a boost to give it a little more oomph, hopefully benefiting mid-laners who run it.
LoL 13.9 ARAM patch notes
The following champions will be affected with LoL 13.9 patch in ARAM only.
- Ashe
- W Cooldown increased: 18/14.5/11/7.5/4 ⇒ 21/18/15/12/9 seconds
- Aurelion Sol
- E Cooldown increased: 12 ⇒ 16 seconds

League of Legends patch 13.9 skins
The League of Legends cosmetics keeps on coming with each new patch and the same will be the case with LoL patch 13.9.

League of Legends 13.9 patch release date
On Wednesday, May 3rd, 2023, the League of Legends patch 13.9 will be released officially to the players. As per the usual time schedule, LoL Patch 13.9 release time will be:
- 3 AM PT (NA)
- 5 AM GMT (EUW)
- 3 AM CET (EUNE)
- 8 AM KR (Korea)
There can be downtime when the patch begins to roll out and the LoL servers will be disabled for almost 3 hours.
