League of Legends Neeko rework 2023, or her ability changes have been detailed by the developers, which will be available in the PBE till patch 13.8 and will finally be released in patch 13.9.

Riot also announced that they intend to upgrade more heroes in the LoL Pls video. They discussed their views on different mid-scope upgrades and, in the end, made numerous teases about the planned Neeko rework 2023.
Back in March 2023, Riot Reav3 on Reddit revealed that the Neeko Rework will eventually be launched in the spring. Riot is taking its time since the new kit is more complex than the other midscopes completed so far, said the developer, and there are many bugs to be worked out.
Now that Riot has released the updated Neeko Rework information in the most recent PBE patch in 2023, the waiting phase is over. The new LoL Neeko ability improvements, which will be included in the game later this week along with the LoL patch 13.8 and 13.9, were disclosed by Riot Phlox, the Designer on the Summoner's Rift team.

Even though Neeko's pre-rework iteration is still being played by some, her play rate is exceedingly low at only 1.2%. Only the most ardent Neeko fans have managed to hang onto this champion. When introducing the Neeko mid-scope upgrade 2023, Riot emphasized this.
As far as we understood, the passive was being altered to better align with the Trickster playstyle, which emphasizes hiding and approaching adversaries covertly. Her other skills have also been improved with increased monster damage and damage balancing adjustments.
On April 18, @RiotPhlox (The Designer on the League of Legends) revealed new details about the Neeko reworks 2023 stating, "This was a big project, there are a ton of people that helped carry her to the finish line. I hope y'all love her. As for intent: these changes were really intended to preserve current Neeko playstyles (like AS, mage, or even tank) and really heighten her Trickster gameplay. Also a little spice toward R."
As per the given info, the Neeko mid-scope update will be released with patch 13.9 (not 13.8). She has been put up early for feedback, so she should be on PBE for about a week. League of Legends Neeko Abilities Mid-Scope Update
Expected Neeko Mini Re-works include the following changes:
Passive: Inherent Glamour
- Neeko can disguise herself as an allied champion. When Neeko stands next to any allied or neutral unit she stores their Sho’ma, allowing her to disguise herself as that unit.
- Only one unit can be stored at a time. Receiving immobilizing crowd control or casting a damaging spell breaks the disguise.
- Cooldown reduced to 6 seconds at all ranks
- Neeko no longer inherits base AS/MS from disguise target if that stat is higher than hers
Q: Blooming Burst
- Initial damage unchanged
- Explosion damage: 40-140 (+20% AP) ⇒ 35-135 (+25% AP)
- (NEW) Bonus monster damage on explosions: 30/40/50/60/70
W: Shapesplitter
- (NEW) Empowered attacks deal 50 bonus damage to monsters
- (NEW) Neeko can now control her clone by recasting the ability
- (NEW) Clone now plays animations and sounds of Q, E, Dance, Joke, Taunt, Recall, and Laugh and survives for their duration
E: Tangle-Barbs
- Damage: 80-220 (+60% AP) ⇒ 70-210 (+65% AP)
R: Pop Blossom
- After 1.25 seconds Neeko leaps into the air. She suspends all nearby enemies while she’s in the air.
- After .6 seconds, Neeko lands and crashes the suspended enemies to the ground. The enemies remain stunned for a total of 1.25 seconds. (Essentially, it’s the same ability as before but with a knock up added to it)
- Shield removed
- Can still hide the channel from enemies if she’s disguised while casting the ability
- Damage: 200-650 (+130% AP) ⇒ 150-550 (+100% AP)
- Cooldown: 90 ⇒ 120-90

League of Legends Neeko rework release date
As stated above, all the new LoL Neeko rework will be seen in the LoL patch 13.9, so fans can expect to see the changed Neeko on May 3rd, 2023.
The greatest adjustment is to Neeko's passive, but Riot has also increased damage to champions, which will offer her more diversity and make her a good flex option.
She will be capable of transforming into anything on the rift. Only time will tell if this Neeko Rework 2023 will increase her popularity as a champion in the upcoming weeks or if Riot has failed with this endeavor.
