Riot Games is proceeding with its usual pattern of releasing certain reworks, new champions, and VGUs per year. And in the year 2023, Riot has a new champion slated to receive VGU during Season 13's main campaign.
As soon as Udyr's redesign was revealed, Riot started hinting at the next LoL Season 13 VGU. And recently, Champion product manager Lexi Gao shared more information regarding the third LoL VGU.
Skarner, who won the VGU voting last year, will be the following champion to receive a complete VGU.
Roughly a year has passed since League of Legends Skarner VGU development began, and now after the long wait, fresh information regarding LoL Season 13 VGU has become available.
The long-awaited visual and gameplay upgrade (VGU) for LoL Skarner has received an update from the development team.

Riot updated a good number of champions in 2022; we received the entire Udyr update as well as a number of mini-reworks like Zeri, Ahri, Dr. Mundo, and Tahm Kench. We also received some information regarding the Aurelion Sol rework, but we lacked knowledge regarding the Skarner VGU.
Riot held a vote in February 2022 to choose the next LoL VGU, and Skarner triumphed handily. Skarner, who will be changed in 2023, prevailed over Shyvana, Kog'Maw, Tryndamere, and Nocturne.
In a Dev video earlier today, Riot's champion product manager Lexi Gao stated that the teams are now working on ways to enhance his scorpion fantasy.
Lexi Gao said, “The Skarner VGU team has started exploring ways to dial up his scorpion fantasy. At this phase, we’re leaving no arthropod-hiding stone unturned to find exciting themes, kits, and stories.”

The development team admitted last year that despite earlier attempts to increase Skarner's visibility through a number of mini-updates, none of them were ever sufficiently significant to move the needle in any direction. At this point, only a complete rework will propel Skarner to the top of both the solo queue and the professional scene.

Although a detailed LoL Skarner's VGU release date has not yet been announced, it is reasonable to assume that it will happen in 2023, especially given the fact that Riot is already giving information and updates on its development here in the second week of the year.
Riot stated that they would publish a Dev Blog later this year with further details, but the Skarner VGU release date has not yet been confirmed.
